Scrum-half Harri Williams comes in for his first start of the Under-20s Six Nations as Wales look to salvage a win from a disappointing Championship when they take on France at the Stade Charles-Mathon in Oyannax on Sunday (8pm ko).
Williams replaces Scarlets team-mate Archie Hughes in a starting line-up that includes hooker Lewis Morgan, who also makes his first start of the campaign.
There are two further Scarlets representatives on the bench in prop Tomas Pritchard and wing Kian Abraham.
Head coach Byron Hayward has rotated his squad and made five changes to the side beaten by Italy last time out.
